, comparing with that of romney and ryan. steve. >> so romney and ryan do have somewhat different plans. we talked a lot in the debate last week about taxes. this is the spending side of the equation. to kind of lay out apropos conversations we had earlier in the show about what ryan and romney each believe about spending, let's start with kind of an overview of where the three people would like to bring spending over the next ten years. the 20-year historical average is at about 21%,ed red line that you see across there. obama would like to have spending end up at 23%. romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but
romney and paul ryan have laid out a comprehensive plan on what we need to do to get spending under control. president obama hasn't had a budget in four years. we have seen $4 trillion deficits under his lack of leadership with our debt reaching $16 trillion. and as you know, if we stay on this path, by the end of his second term, should he be re-elected, it would be $20 trillion. that's unacceptable. >> is there a way to say that within the framework of what simpson/bowles are now providing, this time with the involvement of a lot of the nation's ceos? >> well, governor romney and paul ryan, like i said, have laid out a plan, not just to bring spending under control, but to reform our tax code, get people working again. because with more people in the work force, we'll be able to generate more income and that will be more money coming in. as you know, right now with 23 million americans struggling for work, many of those underemployed, they can't get good jobs. the amount of income we need just isn't coming in. >> yeah. but what i hear you saying is that it's going to be on your te
that's what he'll go for. on the one hand mitt romney kind of endorsed the ryan plan but he's walked away if it. i think he's going in on that, and he'll go in on the inconsistencies on where ryan and romney stand on the issues. he will force ryan to sort of defend his candidate and stand up for him, and i think he's also going after foreign policy. joe biden used to be the chairman of the senate foreign relations committee. >> even though he's one of the worst in history. >> paul ryan has no foreign policy experience at all. >> i'm waiting for joe biden appear par thid division of iraq. it's not true. ryan has made had trips abroad including the middle east. >> they did fund-raiser abroad, too. >> i didn't know that. >> they did in london. >> i think joe biden will be very formidable. i think the challenge for paul ryan in the debate is he has to come across in complete control of the facts. when you see a 27-age year difference between these two, it's very easy for a young person like ryan to get schooled by the senior biden. he can't let that happen. at the same time he's got to b
attempt to balance the budget. and what ryan and romney are calling is outrageously stupid. what the president is doing is inadequate. >> okay. al? >> good description. nothing partisan about that description. you know, al, the governor brings up a point. i'm not sure that i agree with how he describes the two sides, but i will say that when joe biden -- let's just take these two issues right here. to talk about the stupidity of this campaign. joe biden won't even talk about raising entitlement -- your date of eligibility for entitlements one year despite the fact when fdr set the life expectancy at 62, we're now up, 79, 80, something like that. and you've got three people working for every one person getting these entitlements. and then on the republican side, this $5 trillion tax cut, the numbers don't add up. it doesn't matter what you do. the numbers don't add up. nor does the administration's belief that if you just tax rich guys, you're going to take care of the deficit. it's just -- it's nonsense. >> joe, you're absolutely right. neither side is seriously addressing this.
